NVIDIA Open-Sources PyCuTe: Pure Python Layout Algebra for CUTLASS

NVIDIA's NVlabs has open-sourced PyCuTe, a pure-Python reference implementation of the hierarchical layout and tensor algebra at the heart of CUTLASS 3.x and the CuTe DSL.

- No GPU required, making it importable from any standard Python script.
- Designed for learning the algebra, prototyping new transformations, and generating test vectors for C++ and DSL implementations.
