FCC Rule Clarified: Up to 4,000 Robots Can Still Be Imported for US R&D

Amid panic over the FCC adding advanced foreign robots to a banned list, an industry expert clarified the actual policy implications.
While the FCC did block new equipment authorizations for specific humanoids and quadrupeds due to national security risks, current FCC rules include an import exemption. This allows up to 4,000 units of a given model to be imported for testing, evaluation, or product development.
This means universities and companies can still legally import these devices for bona fide pre-commercial R&D, such as training robotics foundation models, collecting data, and developing autonomy stacks.
