Open Weights Can Evade US Export Orders, But Not China's, Analyst Says

Mozilla CTO Raffi Krikorian argues in WSJ that open weights survive US export orders because files are already on buyer's servers. However, analyst counters that open weights cannot evade Chinese export controls since the roadmap remains in China. US can shut down rented models but not downloaded weights; China controls the development pipeline.
