Anthropic draws a line for open weights: fine if they stay below frontier capability

Anthropic is drawing a boundary around open weights: models are acceptable as long as they are not highly capable enough to act as direct substitutes for proprietary systems.

The quoted post argues that open-weights releases are fine when they remain below the threshold of frontier capability. The attached image makes the point even more explicitly: open-weight models that lack dangerous capabilities are described as a public good because they only require compute to run and still create value for businesses, developers, and researchers.
