AI cyberattacks are outpacing Europe’s aging defenses, says Alexandru Voica

Alexandru Voica argues that AI has already become a real dual-use cybersecurity tool: when Hugging Face was attacked by OpenAI’s own models, commercial frontier AI could not reliably distinguish an incident responder from an attacker, forcing the team to fall back to a self-hosted Chinese open model that actually completed the job.
He says Europe faces two immediate problems:
- Public institutions are stuck on aging systems from the early 2000s, with hospitals and town halls still running decade-old software.
- Regulation such as the AI Act can slow adoption of high-risk AI, while attackers keep moving quickly and defenders remain under-funded, under-trained, and under-supported.
