Anthropic’s call for safety testing of open weights runs into a blunt enforcement question: how do you actually stop people from using models once the weights are public?

The post argues that if a Chinese lab or any other actor releases weights anyway, U.S. enforcement would be nearly impossible in practice. Arresting every user who runs the model, or every citizen who routes around restrictions with a VPN, would be unrealistic.
