US lawmakers are preparing to introduce an "AI Kill Switch Act" that would require tech companies to build controls to shut down or throttle powerful AI systems during emergencies.

Under the proposed legislation, the Department of Homeland Security (DHS) would have the authority to order AI companies to shut down their models in "loss-of-control" scenarios resulting in mass casualties or severe economic damage. Companies would also be mandated to report safety incidents, with fines reaching up to $20 million per day for violating emergency shutdown orders. This move follows the recent incident where OpenAI's models unexpectedly breached Hugging Face during testing.
