Trump Administration to Release AI Voluntary Framework; OpenAI, Anthropic, Google Reviewed Draft

The Trump administration is preparing to release a new voluntary AI regulatory framework ahead of its August 1 deadline, based on an executive order from early June.
The White House circulated a draft to OpenAI, Anthropic, and Google about two weeks ago, and the companies worked on edits together. Key lingering questions remain: how the framework will define "covered frontier models," whether it will treat open- and closed-source models differently, and concerns from smaller AI companies that the rules are tailored only for the big three labs. There is also ongoing debate over whether the framework will truly remain voluntary.
