Google Cloud adds spend caps and sandboxes for untrusted agent workloads in Cloud Run

Google Cloud is rolling out two controls for Cloud Run workloads that matter for agent builders:
- Spend caps can automatically pause eligible services once a project reaches its budget limit.
- Cloud Run sandboxes provide a lightweight, secure runtime for untrusted code and agent tasks such as file manipulation, building, executing code, and tool calls.
The documentation says alerts fire at 50% and 80% of the cap, and enforcement kicks in at 100%, pausing further usage until the cap is manually lifted.
