U.S. chip probes and export controls turn model availability into a policy risk

It says the current record is still mostly allegations and investigations, not sanctions: OSTP made claims on X, Treasury floated sanctions and Entity List action, and BIS opened an investigation. From there it lays out four practical steps for enterprises: build a model bill of materials, measure substitution time, separate data residency from legal exposure, and put designation contingencies into contracts now.

The core point is that the real enforceable surface is procurement language, hosting policy, indemnification, and workflow routing—not whether a weights file is downloadable.
