AI slowdown coordination may still work even without formal diplomacy

In this reply thread, the author argues that the U.S. could still coordinate an AI slowdown with another country that is distilling U.S. models.
The point is that diplomacy would help, but it is not a hard requirement for coordination to happen at all.
