AI could beat the smartest humans long before hitting any upper bound, he says

The author says it is obvious that, in principle, cognitive systems could become much better than the smartest humans at solving novel problems long before any theoretical upper bound is reached.
That, he argues, would create new challenges and also new upsides for humans.
