Codex sandbox failure blocks apply_patch on Windows, even in writable workspaces

OpenAI Codex issue #35181 reports a Windows sandbox failure that blocks applypatch inside an authorized writable workspace, even when the target path is explicitly permitted. The reporter says the patch should have edited a CMakeLists.txt file successfully, but instead Codex returns helperunknownerror: setup refresh had errors during sandbox setup/refresh. The failure reproduces on Windows PowerShell, across absolute and workspace-relative paths, and even after a fresh task.
