A blunt heuristic says companies are engineering-led only when everyone complains about engineer treatment

A simple heuristic for judging whether a company is engineering-led:
- If the head of engineering is constantly unhappy with how engineers are treated, the company is not engineering-led.
- If every other leader is unhappy because engineers are treated better than their own teams, the company is engineering-led.
- If both sides are unhappy, the company is HR-led.
