Hermes Agent adds backend streaming so slow local models finish compaction jobs

Teknium says Hermes Agent was timing out on slow local models during compaction tasks, so the backend now enables streaming for those jobs.
- Timeout is no longer dynamic for those tasks.
- As long as tokens keep arriving, the job will continue until completion.
- The change is meant to stop slow models from being killed mid-task during compaction.
