GitHub issue says Copilot CLI misses ACP usage updates in `--acp` mode

A GitHub issue reports that Copilot CLI in --acp mode does not emit the ACP usageupdate session event.
- Because of that, ACP clients such as Zed cannot show a live context-window or AI-credit indicator for Copilot.
- The issue says the CLI already computes the data in interactive mode via /context, /usage, and the statusline, but fails to forward it over ACP.
- It also notes that other ACP agents already emit usageupdate, so Copilot users get an inaccurate fallback estimate instead of the real session state.
