GitHub Copilot App adds canvas-based hosted agents with inline testing

AI builders can now design, test, and ship Foundry hosted agents directly from a canvas in the GitHub Copilot App.
The workflow is presented as a clean visual loop: build on a canvas, run inline tests, and deploy to production from the same interface.
