France’s Plan Prométhée calls for 12GW of AI compute by 2029

France can still become a leader in the AI race, according to the Plan Prométhée note.

The argument is that compute is the key bottleneck: the plan calls for building 12GW of AI compute capacity by 2029 so France can compete with the U.S. and China. The authors frame it as a historic industrial opportunity, comparable to the country’s nuclear buildout in the 1960s, but with similar costs and the promise of prosperity.

They have published a detailed version of the note, with annexes, and say more is coming.
