OpenAI Hacking Incident Sparks Calls for Frontier Capability Reporting

In response to the recent autonomous AI hacking incident at Hugging Face, AI safety researcher Stephen Casper suggested that policymakers should seriously consider new regulatory mechanisms. He proposed requiring large AI developers to report when new frontier capabilities—such as those in CBRN (chemical, biological, radiological, nuclear) or cybersecurity—are internally assessed as achieved, regardless of whether the system is tested or deployed.
