Gemini CLI adds skill_name telemetry to tool-call metrics

Google Gemini CLI is adding a skillname dimension to tool-call telemetry.
- The PR extracts the skill name from activateskill arguments and records it on geminicli.tool.call.count and geminicli.tool.call.latency.
- It updates the metric schemas, threads the new attribute through recordToolCallMetrics and logToolCall, and adds unit tests.
- The change makes it easier to analyze which skills are being used and how they affect tool-call latency.
