Qwen Code nightly adds PR takeover, review fixes and daemon readiness signaling

QwenLM's nightly qwen-code build v0.20.0-nightly.20260721.cda0e0348 bundles a long list of coding-agent fixes and workflow improvements.
- Autofix: direct takeover of maintainer-fork PRs, surface the running model in every report, and avoid advancing the review watermark on no-output crashes.
- Review: say unread chunks once, block isolation params in roster output and SKILL.md, and retry transient API failures once while surfacing quota more clearly.
- CLI/runtime: allow goal controls during active loops, show mode indicators during streaming, and support multiple dev:daemon instances by probing the Vite port.
- Daemon: advertises ACP preheat readiness.
