Frontier Model Review and Safety Framework Draft

This post outlines a governance draft for "frontier models": once a model hits specific benchmarks, it's classified as a frontier model. The corresponding lab must then publish model cards, enhance internal cybersecurity, and vet personnel in critical roles.
Mechanism-wise, labs could voluntarily submit models for review 30 days before release initially. As the process matures, this could eventually become mandatory.
