Sovereign AI Is Not a Security Attribute

This article argues that "sovereign AI" and "security attributes" are not the same thing.

The core point is that Europe is increasingly leaning towards the view that its digital infrastructure shouldn't easily rely on foundation models from the US or China, hence the continued need to train local models.

The author attempts to separate "model sovereignty" from "security guarantees": the former concerns technological and infrastructural autonomy, while the latter must be proven independently. A model shouldn't be assumed to be more secure simply because it is locally developed.
