Agents SDK to Support URL Elicitation

mattzcarey revealed that the next version of the Agents SDK will introduce a URL-based elicitation mechanism. This will also be the final MCP upgrade for agents, as they will subsequently switch to a stateless design by default for the next MCP specification.
