OpenWiki 0.0.3 Released

OpenWiki released v0.0.3, bringing multiple improvements.
The new version adds openai-compatible provider support to be compatible with various model providers following the OpenAI API specification. It also supports deterministically skipping updates when there are no code changes, and provides an example GitLab CI workflow.
