The US Department of Commerce has cleared OpenAI GPT-5.6 for full release across the United States, Axios reports. Previously restricted to government-approved entities, the full rollout follows additional testing and multiple rounds of talks between OpenAI and the CAISI (Center for AI Standards and Innovation). OpenAI technical experts will remain stationed in Washington to respond to government inquiries at any time.
This marks one of the early instances of a "case-by-case collaboration" mechanism between industry and government being implemented, following a Trump AI executive order requiring clear standards for frontier model releases. Anthropic's Mythos and Fable models had previously faced similar restrictions. OpenAI stated that while a phased rollout is not its preferred approach, it will maintain this case-by-case collaboration with the government until the standards are finalized.
