An ICML paper, "A Theory of How Pretraining Shapes Inductive Bias in Fine-Tuning," fills this gap by theoretically explaining how pretraining shapes the inductive bias during the fine-tuning phase. The paper will be presented on July 9 at Poster #4502 (Session 8).
