Tencent Hunyuan Hy3 Officially Released, License Upgraded to Apache 2.0

TencentHunyuan has released the official, non-preview version of Hy3 and upgraded its license from a restrictive community agreement (which explicitly prohibited use in South Korea, the UK, and the EU) to the Apache 2.0 open-source license, significantly expanding the model's global availability.
