Anne Neuberger: Tech is the New Arena for State Power

Speaking at a16z, Anne Neuberger stated that technology has evolved from a tool of diplomacy and state power into its core arena. She noted that the chip supply chain is increasingly a fundamental economic and national security issue rather than a purely technical one; software vulnerabilities in critical infrastructure (power, water, etc.) could become leverage for adversaries; and deterrence is no longer solely dependent on military size, especially since these technologies are primarily built by corporations, not governments.
