Claude Code 2.1.199 Ships Multiple Bug Fixes

Claude Code 2.1.199 fixed several issues: SSL certificate errors now fail immediately with a fix hint; if the API returns an overloaded/server error mid-stream, partial outputs are retained; and sub-agents interrupted by rate limits or server errors no longer fail silently, but instead return their completed partial work to the parent agent.
