Local Office Adds On-Device AI Support for Snapdragon NPUs on Windows ARM64

Open-source office AI app Local Office now supports Windows ARM64 devices with an optional Snapdragon NPU backend via Qualcomm's GenieX runtime, running Qwen3 4B at around 80 tokens per second entirely on-device.
