asc CLI Adds --if-exists Flags and Signing Plan Inference

asc CLI's --if-exists fail|skip|update option now covers more commands so release scripts can rerun without errors, while the new asc xcode signing plan infers per-target manual signing settings from provisioning profiles, handling extensions too.
