Microsoft Open-Sources pigzpp, a C++23 Parallel gzip Rewrite

Microsoft has open-sourced pigzpp, a from-scratch C++23 rewrite of the widely deployed parallel gzip tool pigz. It serves both as a CLI replacement and a library usable from Python and Web, with up to 50x speedups.
