ARPL Enables Runtime Adaptation for llama.cpp on ARM Devices

ARPL is a new project that optimizes llama.cpp on ARM devices by detecting real hardware capabilities at runtime, moving away from one-size-fits-all parameters, and has been tested on the Samsung S25 Ultra.
